Opportunities and Constraints Analysis

Flanagan Consulting Group has been  involved in the initial planning and strategic analysis stages of the redevelopment of JCU’s Douglas Campus known as Discovery Rise. One of the main contributors which informed the statutory planning and gave rise to the Revised Project Charter for Discovery Rise was the preparation of the Opportunities and Constraints Analysis.

The Opportunities and Constraints Analysis required several studies and investigations to be undertaken to determine the site and environmental values and other development constraints in accordance with Townsville City Council’s Planning Scheme and other legislative requirements.

Of particular note is Flanagan Consulting Group’s Transport Network Assessment which involved the identification of critical intersections and impact points and their assessment, assessment in terms of traffic and transport efficiency and a preliminary internal analysis of traffic generation and composition, public transport and pedestrian and cyclist movements.
